A Level 5 fire broke out at Hong Fu Court in Tai Po, New Territories, Hong Kong, on the afternoon of November 26, (, the most severe in the Hong Kong fire alarm grading system ), described as the worst fire in Hong Kong in decades. As of now, this fire has claimed at least 94 lives and injured over 76 people. Some residents are still reported missing, and even firefighters have lost their lives in the blaze. Hong Kong media has thrown the controversy of the renovation of Hong Fu Court into the spotlight, directly pointing to the man-made disaster behind it being a collusion between officials and businessmen.

Scott stated that in addition to forcing each household to pay, they are also conducting repairs on all 8 buildings simultaneously to save costs, which increases the risk. Even more outrageous is that the protective net at the construction site does not use fireproof nets that meet the latest government standards, but rather ordinary flame-retardant materials.

Scott further pointed out the long-standing collusion between officials and businessmen in Hong Kong, stating: “Wong Fuk Court is commissioned by the incorporated owners to a contractor, and this incorporated owners' committee is made up entirely of certain party members. Most real estate or engineering projects in Hong Kong are handled by families of the older generation of businessmen or those with related backgrounds. What does that represent? Basically, it's a layer upon layer of money being collected. Why does this project cost 300 million? Why is construction being forced despite residents' opposition? It's obvious that certain people want to make money; it's common knowledge that doing construction in Hong Kong is extremely profitable.”
