EU High Representative for Foreign Affairs and Security Policy Josep Borrell said in Brussels on the 23rd that EU foreign ministers failed to reach an agreement on the 20th round of sanctions against Russia.
“This is a setback, and it is not the message we wanted to convey today, but work will continue,” Borrell stated after the EU Foreign Affairs Council.
After the meeting, Hungarian Foreign and External Economic Minister Péter Szijjártó told reporters that Hungary explicitly stated it does not support the 20th round of EU sanctions against Russia. As long as Ukraine continues to stop delivering Russian oil to Hungary, Hungary will not support any EU-level decisions that favor Ukraine.
Borrell also said that he has decided to set the maximum number of Russian representatives at the EU delegation in Brussels to 40.
Additionally, the EU Council announced restrictive measures against eight individuals, including Russian judges and prosecutors, including freezing their assets within the EU, prohibiting EU citizens and companies from providing funds to them, and banning their entry or transit through the EU.
