Involving failure to publicly disclose community public benefits as required, “elevator control” restrictions on residents, and more
Recently, the Dalian Housing and Urban-Rural Development Bureau announced six typical cases of property service rectification.
Dalian Jinyu Housing Management Co., Ltd.
Implemented an unmanned automatic payment system, causing difficulties for residents’ vehicle access
Dalian Jinyu Housing Management Co., Ltd. provided property services for a residential community in High-tech Zone. When they activated an unmanned automatic payment system at the gate, residents’ vehicles were hindered from entering and exiting normally due to unpaid parking fees.
This behavior violated Article 62 of the Liaoning Province Property Management Regulations. The High-tech Zone Housing and Urban-Rural Development Bureau held a meeting with the company’s responsible persons, ordered immediate correction, and deducted points from their credit score.
Dalian Longhai Property Management Co., Ltd.
Failed to publicly disclose community public benefits as required
Dalian Longhai Property Management Co., Ltd. provided property services for a residential community in High-tech Zone. They failed to prominently display community public benefit information for a long time, and the disclosed content was false or not updated in a timely manner.
This behavior violated Article 49 of the Dalian Property Management Regulations. The Qixianling Street Office and Hui Xian Community in Gaoxin Park held a special meeting to interview the responsible persons, requiring immediate rectification and deducting credit points.
Dalian Lushunkou Kaitai Real Estate Co., Ltd.
Failed to properly allocate property service rooms
During the development of a residential community in Lushunkou District, Dalian Lushunkou Kaitai Real Estate Co., Ltd. did not allocate property service rooms as required.
This behavior violated Articles 12 and 13 of the Liaoning Province Property Management Regulations. The Lushunkou District Housing and Urban-Rural Development Bureau issued a rectification notice, requiring the developer to complete the allocation within a specified period.
Dalian Shimao Longhe Development Co., Ltd.
Did not actively cooperate in providing materials for the first homeowners’ meeting
During the process of establishing the first homeowners’ meeting for a residential community in Lushunkou District, Dalian Shimao Longhe Development Co., Ltd. failed to promptly provide planning documents, homeowner lists, and other materials as required by the street office, affecting the normal progress of the meeting.
The Lushunkou District Housing and Urban-Rural Development Bureau issued a “Rectification Notice,” requiring cooperation to submit the materials within a deadline.
Illegally installed elevator control systems restricting residents’ use of elevators
While providing property services for a residential community in Pulandian District, Zhuoyue Jiayuan (Dalian) Property Management installed elevator control systems to pressure residents into paying fees, severely affecting normal elevator use. Despite multiple reminders from the district housing department and local street office, the company failed to rectify.
This behavior violated Article 48 of the Dalian Property Management Regulations. According to Article 7 of the “Dalian Property Service Enterprise and Project Manager Bad Behavior Scoring Rules,” Pulandian District Housing and Urban-Rural Development Bureau deducted 5 points from the company’s credit score.
Dalian Taixin Property Management Co., Ltd. and Dalian Dijing Property Service Co., Ltd.
Illegally leasing property management rooms, infringing on residents’ rights
While providing property services for two residential communities in Zhuanghe City, these companies leased out property management rooms (which are common property of the residents) without approval from the homeowners’ meeting and did not deposit rental income into the community’s public benefit account, infringing on residents’ rights. This behavior violated Articles 13 and 67 of the Liaoning Province Property Management Regulations.
According to Article 62 of the Property Management Regulations, Zhuanghe Housing and Urban-Rural Development Bureau issued a “Notice of Rectification,” requiring correction within a deadline and warning the companies.
