Russia and Iran have established a new cooperative relationship aimed at promoting digital development, focusing on artificial intelligence (AI), blockchain, and information technology. Through a newly signed memorandum of understanding, the two countries will jointly build AI systems, intelligent infrastructure, and stronger cybersecurity frameworks. The agreement also aims to enhance regulatory coordination and expand connections between Russian and Iranian technology enterprises.

Signed in Moscow by deputy ministers of both countries, the document demonstrates a commitment to expanding cooperation in data transmission, e-government, and technical expertise exchange. In addition to AI, the two governments will also collaborate in digital finance, including blockchain and fintech. This initiative aligns with Russia’s goal of technological self-sufficiency and both nations’ ambitions to modernize their digital capabilities and strengthen economic resilience.
