Binance founder Zhao Changpeng (CZ) praised Pakistan for rapidly adopting cryptocurrencies in 2025 and stated that the country is expected to become a leader in the cryptocurrency space by 2030.
CZ predicted that if Pakistan maintains its swift regulatory reforms and adoption momentum, by 2030, this nation could become a global powerhouse in cryptocurrencies.
The Pakistan Virtual Assets Regulatory Authority (PVARA) recently released a video discussion, featuring a conversation with Pakistan Cryptocurrency Committee Executive Director Bilal Bin Saqib. CZ lauded the “clear leadership vision” of Islamabad, the capital of Pakistan, and its ability to “move at this speed,” attributing this to the country’s tech-savvy youth (over 60% of the population under 30), who are the driving force behind demand.

“I believe it’s fantastic to see such a vast country with such a clear leadership vision and the ability to move forward at such a rapid pace,” CZ said. “If we continue at this speed for the next five years, Pakistan will become one of the leaders in the cryptocurrency field, or even the global leader in cryptocurrencies.”
Pakistan has historically been cautious about digital assets; the 2018 ban still partially remains in effect. However, a shift occurred in 2025 when PVARA was established in July as an autonomous federal regulatory body under the virtual asset regulations. This agency is responsible for licensing virtual asset service providers, anti-money laundering compliance, and investigations.
In May this year, the government announced a strategic Bitcoin reserve, allocating 2,000 MW of surplus electricity for mining to utilize excess energy and establish holdings indefinitely as part of its digital finance strategy.
In December, Binance partnered with Pakistan to promote digital asset growth and regulatory development. Binance has obtained anti-money laundering (AML) registration under the framework of the Pakistan Virtual Assets Regulatory Authority (PVARA), marking an important step toward obtaining full licensing and local registration. Through this phased approach, Binance will be able to offer cross-border services with AML registration while preparing for a full virtual asset service provider (VASP) license.
CZ serves as a strategic advisor to the Pakistan Cryptocurrency Committee, a government-supported organization that has been promoting blockchain since its establishment in February, with Bilal Bin Saqib as CEO. CZ emphasized that blockchain has a lower barrier to entry for entrepreneurs compared to banking or artificial intelligence, and urged for increased education and incubator support.
