The UAE comfortably sits in first place, with the US close behind. In contrast, the UK and East Asia are experiencing the most severe talent outflow.

Why is the UAE so attractive? Simply put, two words—taxes. The local tax policies are indeed friendly, and the quality of life is also high, making it the top choice for high-net-worth individuals. Compared to that, although the UK and East Asia have good infrastructure, they face obvious development bottlenecks, and opportunities are relatively limited. This gap cannot be closed overnight; ultimately, it still depends on policy innovation and industrial upgrading to turn things around.
