On the afternoon of February 5th, a truck loaded with electronic components departed from Macau and traveled through the Hong Kong-Zhuhai-Macao Bridge Zhuhai Highway Port to Zhuhai city. This is the first nationwide shipment declared under the “single declaration and dual reporting” function for general trade goods imported between Guangdong and Macau, marking the full coverage of import and export declarations with this feature. The newly launched function addresses the fact that declaration elements in Hong Kong and Macau are fewer than those in mainland China. Mainland enterprises first input import declaration data into the Guangdong “Single Window,” which automatically translates and pushes the data to the Macau platform. After confirmation by Macau enterprises, the export declaration in Macau is completed, achieving “one-time data entry, shared by two regions.” As early as March 2022, the Gongbei Customs officially launched the Guangdong “Single Window” for the export of Guangdong-Macau general trade goods under the “single declaration and dual reporting” system. The newly launched import function marks the full coverage of declaration procedures for Guangdong-Macau imports and exports. According to reports, the “single declaration and dual reporting” in the Guangdong-Hong Kong-Macao Greater Bay Area is a smart customs construction scenario. Under the guidance of the National Port Office, the General Administration of Customs Guangdong Branch, together with the Guangdong Provincial Department of Commerce (Provincial Port Office), organized and coordinated Gongbei and Shenzhen Customs along with relevant Hong Kong and Macau departments to promote implementation. At the same time, this project has been included in the 2025 cross-border trade facilitation special action policies and measures, and will continue to be replicated and promoted this year.
