Haikou: Prize-winning receipts for illegal lotteries will have the awarded prizes reclaimed

Haikou City Commerce Bureau issued an announcement on February 24th regarding further regulation of the prize-winning invoice activity. The announcement states that recently, during the prize-winning invoice activity, some consumers and merchants have engaged in illegal red-flagging and invalidating invoices after the draw, violating activity rules, disrupting fair participation, and affecting the honest consumption environment.

To maintain fairness and justice in the activity and protect citizens’ legal rights, based on relevant management regulations for the prize-winning invoice activity, some merchants found to have violated rules have been suspended from participating in this event. Once the merchants complete rectification and pass evaluation, their participation eligibility will be restored accordingly.

Additionally, in response to illegal lottery draws and malicious arbitrage behaviors, the activity platform has established a comprehensive data comparison and risk monitoring system. Any verified cases of illegal participation or cheating will be dealt with according to laws and regulations, including recovering awarded prizes through technical means and, depending on the severity, canceling participation rights or placing them on an abnormal list.

Due to these measures and system upgrades, some merchants may temporarily be unable to issue activity invoices during the suspension period. Some merchants are also upgrading their invoice management systems as per unified requirements, which may temporarily affect invoice issuance or upload functions. We ask the public for understanding and support, and to plan consumption accordingly.

We appreciate the supervision and cooperation of all sectors of society. The bureau will continue to strengthen the full-process regulation of prize-winning invoices and work with citizens and honest merchants to create a fair, orderly, and trustworthy consumption and participation environment.
