The Ministry of Water Resources approves a new round of large river sand mining management plans

People's Financial News, April 8 — Recently, the Ministry of Water Resources approved the management plans for sand excavation in key river sections of the Yangtze River, Yellow River, Huai River, Pearl River, Songhua River, and Liao River basins (2026–2030). The Ministry of Water Resources will guide basin management agencies and relevant provinces to strengthen the implementation and evaluation of the plans, strictly regulate sand excavation permit approvals, enhance digital supervision of sand extraction, enforce sand excavation acceptance requirements, and carry out sand extraction activities in accordance with the law, scientifically, and in an orderly manner.

The Ministry of Water Resources will guide the basin management agencies and the relevant provinces within the basins to strengthen plan implementation and assessment management, strictly review and approve sand dredging permits, enhance digital oversight of sand dredging operations, ensure that sand dredging acceptance requirements are carried out, and conduct sand dredging activities in a lawful, scientific, and orderly manner.
