Shanghai’s first “housing acquisition and replacement” model was officially signed in Jing’an District. This signing marks a breakthrough in Jing’an District’s efforts to revitalize existing housing through market-based mechanisms and to efficiently raise affordable rental housing resources, providing a replicable and scalable pilot practice for the citywide work of collecting affordable rental housing units and improving housing conditions across Shanghai. Under the model’s design, Jing’an District’s affordable housing company serves as the implementing entity, following market-oriented principles to acquire existing stock in the district—complete small units with clear property rights and a suitable total price. After the housing resources receive standardized upgrades and improvements under unified criteria, all of them are incorporated into the district-level affordable rental housing management system. Using standards lower than the market rental rates in the same area, they will be targeted to meet the housing needs of groups such as new urban residents and young people. This move not only effectively expands the scale of affordable rental housing units and optimizes the supply layout, but also more precisely fills the gaps in the region’s rental housing, meeting residents’ needs across multiple levels and diverse categories.
