A special working group established pursuant to General Assembly decision 79/571 will hold meetings from September 2025 to March 2026. Its aim is to identify relevant principles and next steps to improve the formulation, implementation, and review of UN authorization mandates. Against the backdrop of budgetary and financial constraints, some member states have raised concerns about existing authorization mandates, saying they are duplicative, overly burdensome, or insufficiently clear in definition. Under the provisions of the resolution (proposed by the working group), the General Assembly agreed to establish a set of guiding principles to govern the formulation, implementation, and review of all UN authorization mandates.

Guterres said the resolution is “an important step,” but also emphasized that “this is only the beginning.” He said that, under the guidance of the working group, the UN system will operate as a unified, coordinated whole to improve how it supports and implements authorization mandates.
