On April 9, the White House said on Wednesday that Trump is considering the possibility of withdrawing the United States from NATO and plans to discuss the issue at a meeting with NATO Secretary General Mark Rutte later the same day. White House press secretary Levi said, “Perhaps after the meeting later today, you will hear directly from the President.” According to The Wall Street Journal, Trump is disappointed by the allies’ refusal to help ensure security in the Strait of Hormuz, which led to his proposal for a possible exit. Under the U.S. law of 2023, the President cannot unilaterally withdraw the United States from NATO; it requires approval by two-thirds of the Senate votes or joint legislation by both chambers of Congress.
