China Power Construction’s New Bidding Developments for the 100,000 kW Floating Offshore Wind Power Testing Project

“Wind Power Sound,” as we learned, reported that on March 24, China Energy Engineering Group (CEEC) South Central Design & Research Institute (Zhongjian WanNing) released a public negotiation procurement notice for the procurement project of the tower shafts and their accessories (Package A and Package B) for the Phase 1 100k kW prototype unit engineering of the CEEC WanNing floating offshore wind power test project.

According to the notice, the Phase 1 100k kW prototype unit engineering of the CEEC WanNing floating offshore wind power test project is located in the eastern waters of Wanning City, Hainan Province. The distance from the site center to the shore is about 40 km, and the average water depth is about 100 m. The project plans to install 6 floating offshore wind turbine generator sets with a single-unit capacity of 16MW~18MW, and will also build 1 onshore boosting substation. The electrical energy generated by the wind turbine generator sets will be directly connected to the onshore boosting substation via 2 sets of 66kV submarine cables.

Procurement scope: This procurement is divided into two package sections, A and B. Package A includes tower shafts and their accessories supporting 3 sets of floating wind turbine generator sets (corresponding positions are A1#、A2# and B3#). Package B includes tower shafts and their accessories supporting 3 sets of floating wind turbine generator sets (corresponding positions are B1#、B2# and A3#). Bidders must respond to both package sections and submit quotations separately.

For this procurement response, the respondent should be responsible for completing all work related to material procurement, fabrication and assembly, anti-corrosion and transportation of the tower shafts and their accessories supporting the floating wind turbine generator sets within each package section’s scope. The work content mainly includes, but is not limited to:

  1. Procurement, fabrication and assembly of the tower shaft main materials, including steel plates, door frames, tower shaft flanges, and subsea cable reinforcing frames.

  2. Procurement, fabrication and assembly of metal structural components, including but not limited to the tower shaft platform (tower shaft internal/external platforms, bottom equipment framework), internal ladders, external ladders, cable support brackets, tower shaft doors, lifting ladder guide devices, steel wire ropes, lifting ladder crossbeams, and anti-fall devices (including temporary anti-fall devices required for lifting), connecting bolts between the ladder and the tower shaft main body, fasteners, handrails, on-site installation components, and jigs/work fixtures for tower shaft transportation, etc., all of which are metal structural components.

  3. Procurement, fabrication and assembly of electrical fire-fighting materials, including lightning protection grounding, cable fixing clamps (or cable trays), etc.

  4. Procurement, fabrication and assembly of auxiliary materials, including platform closure rubber, cable binding straps inside the tower shaft, power cable binding and protective materials (binding straps, ring links, lifting nets, cable holding modules, etc.), sealing materials required for the laying of submarine cables, SU mechanical on-site parts, flange rainproof tarps (including the rainproof hood for the top of the lower-section tower shaft), cooling pipes, tower lighting fixed devices, etc.

  5. “China Energy Engineering New Energy” logo and other related identification painting services required by the purchaser, etc. (The identification text, color, font, and size will be determined by the tenderer during contract execution.)

  6. Welding of grounding devices (if any).

  7. Supplying several sets of tower shaft storage-dedicated bases upon the purchaser’s on-site needs, to facilitate on-site storage and use.

  8. When the tower shafts leave the factory, marking the center-of-gravity position on the tower section surface to facilitate subsequent transport and lifting.

  9. Procurement, acceptance, and re-testing of raw materials and internal components required for tower shaft fabrication. Provision of packaging, transportation, insurance, delivery, technical documents, technical services, on-site acceptance, and other items for finished tower shaft products.

  10. Receiving other manufacturers’ interface-related equipment in accordance with the purchaser’s instructions and coordinating completion of interface coordination work related to the scope of work.

  11. Providing necessary office premises and living convenience conditions for the purchaser, the owner, factory supervisory monitoring personnel, and others.
