Shandong Energy Regulatory Office Revises Power Market Supervision Measures and Supporting Guidelines

To implement the relevant national policies, adapt to the new development trends of the electricity market, further standardize market order, and improve regulatory mechanisms, the Shandong Energy Regulatory Office has completed the revision of the “Shandong Electricity Market Regulation Measures” and the development of two supporting regulatory guidelines. Currently, a draft for public consultation has been released for feedback.

This revision is an important measure to adapt to the in-depth promotion of market-oriented reforms in Shandong’s electricity sector. The new regulatory measures consist of five chapters and forty-four articles, further clarifying regulatory responsibilities, focusing on three main entities: electricity trading subjects, market operation organizations, and grid companies, and strengthening supervision in areas such as market access, fair trading, settlement services, market monitoring, and risk prevention and control. The two supporting guidelines detail practical operational requirements: the “Shandong Electricity Market Operation Business Regulatory Guidelines” standardize the business behaviors of market operation organizations concerning system construction, information confidentiality, transaction settlement, and technical system operation and maintenance; the “Shandong Electricity Market Trading Subject Abnormal Behavior Identification and Disposition Regulatory Guidelines” explore standards for identifying market manipulation, collusive bidding, and targeted trading violations, and propose corresponding disposal norms to provide operational basis for precise handling of violations.

Next, the Shandong Energy Regulatory Office will take this revision as an opportunity to continuously improve the regulatory system, enhance regulatory efficiency, safeguard the legitimate rights and interests of all market parties, ensure the orderly and compliant operation of Shandong’s electricity market, and build a solid market supervision foundation for the province’s energy supply security and high-quality development of the electricity industry.
