Total investment of 186.35 billion yuan! The environmental impact assessment for the Jiulongchuan Mine and Coal Preparation Plant project in the Ningzheng Mine Area of Gansu Energy Chemical Group has been approved

On March 31, 2026, the Ministry of Ecology and Environment of the PRC issued the approval for the environmental impact report for the 8 million tons/year project of the Jiulongchuan Coal Mine and Coal Preparation Plant in the Ningzheng mining area of Gansu Energy Qingyang Coal Power Co., Ltd. of Gansu Energy Chemical Group (Approval No. (Huan Shen) [2026] No. 31), which signifies that the project’s environmental impact report has officially passed the review by the Ministry of Ecology and Environment and obtained the approval; the project’s early-stage procedures achieved a key breakthrough.

The Jiulongchuan Coal Mine and Coal Preparation Plant Project of the Ningzheng mining area of Gansu Energy Chemical Group is located in Ningning County, Qingyang City, Gansu Province. With a total investment of 18.635 billion yuan, a minefield area of 106.99 square kilometers, a designed production capacity of 8 million tons/year, and the supporting construction of a coal preparation plant of the same scale, the construction period is 65 months. The project obtained approval from the National Development and Reform Commission in November 2023 and obtained the mining right certificate in November 2024. During project advancement, affected by geological disasters, Gansu Energy Chemical Group actively coordinated with design units and promptly optimized and adjusted the project approval plan, obtaining approval for the project modification in April 2025. To date, multiple key procedures have been approved, including preliminary design, safety facilities design, energy conservation assessment report, soil and water conservation plan, water intake administrative licensing, and the environmental impact assessment.

As a major construction project in Gansu Province and a core strategic project of Gansu Energy Chemical Group, once completed, the project will be of great significance for Gansu Energy Chemical Group to orderly connect and continue operating old and outdated mines, fully release high-quality capacity, build a coal power-to-chemicals and new-energy coupled development system, effectively ease the coal supply and demand contradictions in our province, ensure stable coal supply across the province, and promote the construction of the Longdong integrated energy base and steady growth of the provincial industrial economy.

In the next step, Gansu Energy Chemical Group’s Jiulongchuan Coal Mine will continue to strengthen docking and coordination with relevant municipal and county departments, overall advance the reporting and approval of construction land procedures, handle the filing and permitting procedures for forestry and grassland and for commencement, accelerate the progress of relevant work related to “Four Communications and One Leveling,” and help the full commencement and accelerated implementation of major projects.
