On March 30, the Qingdao Maritime Safety Administration, Qingdao Pilotage Station, and Qingdao Port released a systematic innovation plan for the main navigation channel digital intelligence upgrade titled “Collaborative Co-Building of Smart Navigation Channels and Digital Intelligence Enabling a First-Class Hub” (hereinafter referred to as the “Plan”). This marks Qingdao Port’s main navigation channel management having completely bid farewell to the traditional “navigation assurance” and officially moving into a new stage of “smart navigation,” injecting new momentum driven by digital intelligence into the high-quality development of the Northeast Asia international shipping hub.

As the northern core seaport for export and the core port of the Northeast Asia international shipping hub, Qingdao Port has previously had problems in traditional channel operation and management, such as fragmented information, decision-making based on experience, and an unsmooth mechanism operation. To address the above pain points, the maritime safety, pilotage, and port sectors joined forces to jointly launch an all-process, all-element digital intelligence improvement project for the main navigation channel.

Under the Plan, the Qingdao Maritime Safety Administration will take the lead in setting standards and sharing data, breaking down information barriers; Qingdao Pilotage Station will participate deeply in requirement design and system testing, so that the technology truly fits practical shipping operation needs; and Qingdao Port Group will focus on building intelligent infrastructure and developing an integrated platform, laying a solid hardware foundation for the digital intelligence upgrade.

In terms of ecosystem development, the three parties will work together to build an integrated “land-sea-air-space” intelligent sensing network for the main navigation channel. Relying on core digital twin technologies, they will unify data standards and develop and build the “Main Navigation Channel Smart Brain” platform. The platform will comprehensively connect the coordinated work processes of maritime traffic management, port dispatching, pilotage maneuvers, and vessel terminal operations—so that channel information is shared in real time and the status of all elements is clearly visible. In addition, to address the voyage safety issues that shipping clients care about most, a “Voyage Intelligent Services” module will be introduced to provide personalized voyage guidance for vessels, full-process visualized dynamic tracking, and proactive risk early-warning services—changing from the past “the ship asks” to the present “proactively speaks out and accurately warns,” making the service more thoughtful.

Next, the maritime safety, pilotage, and port sectors will continue to deepen cooperation, promote the deep integration of digital technologies with the port’s core business, and further improve the smart navigation ecosystem. With a higher-quality “Qingdao Port Solutions,” they will contribute to the digital and intelligent transformation of the port and shipping industry nationwide and even globally.
