The White House has ordered a proposal to lift US sanctions on Russia.
The United States is developing a plan to free Russia from the sanctions. The move comes as President Donald Trump seeks to restore ties with Moscow and end the war in Ukraine, a US official and another person familiar with the matter said.
Sources said that the Trump administration wants to start large-scale negotiations with Moscow to improve diplomatic and economic relations between the United States and Russia. As part of that, the White House has directed the State Department and the Treasury Department to prepare a list of sanctions that could be eased in the coming days to create an environment in which US officials can negotiate with Russian representatives.
