Hainan: By the end of 2028, the scale of the core artificial intelligence industry will significantly increase

Hainan issues the “Hainan Province Action Plan for Promoting ‘Artificial Intelligence+’ (2026–2028).” By the end of 2026, the goal is to develop 4–5 industry application demonstrations of artificial intelligence, build a number of high-quality industry datasets, develop 2–3 advanced and usable large models, and achieve industrialization applications, significantly enhancing the competitiveness of the AI industry. By the end of 2027, substantial progress will be made in the deep integration of AI into key industries, forming a batch of influential typical application cases, with the industry ecosystem initially improved. By the end of 2028, computing power will meet the needs of the AI industry, data potential will be fully unleashed, several high-level AI innovation platforms will be established, a group of industry-leading companies with core competitiveness will be cultivated, and the scale of the core AI industry will be greatly expanded.
